As part of the ongoing efforts to refine the draft HRD implementation plan for BIMSTEC, the NHRDC, serving as the focal point, conducted an additional round of discussions with senior officials from the Development and Innovation Sector of the Ministry of Education on 4th November 2024 at Sethsiripaya (Stage II). The meeting was co-chaired by Mr. K.R. Uduwawala, Additional Secretary (Development and Innovation), and Mr. Thusitha P. Wanigasinghe. Attendees included Dr. (Mrs.) Uthpala Alahakoon (Director - Development and Innovation), Mrs. G.S. Kannangara (Director – International Relations), and Mrs. Sasika Panditharathne (Director of Education – HRD) from the Ministry of Education, with the aim of further refining the plan.

The meeting was chaired by Mr. Thusitha P. Wanigasinghe, with Directors Mr. Indika Rosa and Mr. Anura Palugaswewa from the Ministry of Education also in attendance.
NHRDC has initiated discussions to develop the Implementation Plan for Human Resource Development (HRD) within the BIMSTEC framework. During the First BIMSTEC Expert Group Meeting, held virtually from Colombo, Sri Lanka, on the 21st and 22nd of August 2024, the Draft Action Plan on Human Resource Development (2024-2029) was finalized. As per the meeting’s decision, Sri Lanka, as the Lead Country for this sector, will organize an in-person workshop later in 2024 to finalize the Implementation Plan. In preparation, Sri Lanka is required to circulate the Draft Implementation Plan at least one month before the workshop to gather feedback from member states.
NHRDC has prepared the Draft Implementation Plan, which outlines activities, timelines, lead member states, and expected outcomes in the key areas of Skills Development, Education, and Capacity Building, as identified in the BIMSTEC Action Plan on Human Resource Development (2024-2029). To refine the draft, NHRDC held discussion on 21st October 2024 with senior officials from the Ministry of Education. Mrs. Himali Athaudage (Additional Secretary) and Mr. Anura Palugaswewa (Director) participated in the meeting, which was chaired by Mr. Thusitha Wanigasinghe, Chairman of NHRDC.
The National Human Resources Development Council (NHRDC) has successfully drafted the National Human Resources Development Policy. Following a validation workshop, it was decided to review the policy with input from sector experts. As part of this process, an initial meeting was held with the Tertiary and Vocational Education Commission (TVEC) on 14th October 2024. The meeting was chaired by Mr. Thusitha P. Wanigasinghe, Chairman of NHRDC, and attended by Dr. K.A. Lalithadheera, Director General of TVEC, Dr. Janka Jayalath, Deputy Director General of TVEC, and Mr. T. Senthuran, Director of Planning and Research. The participants discussed refining the policy’s strategies, key performance indicators (KPIs), and activities.
Additionally, a copy of the 2023 Statistical Bulletin—NHRDC's annual publication covering statistics on general education, technical and vocational education, higher education, and other key human resource development metrics—was presented to them during the meeting.
During the NHRDC Council Meeting No. 03/2024 on June 27, 2024, the draft National Human Resource Development (NHRD) Policy was presented, and the progress of the National Education Policy Framework (NEPF) was reviewed. Mrs. Thilaka Jayasundara, Secretary to the Ministry of Education, announced that the Ministry is ready to develop the Road Map for the NEPF, with three workshops planned to support this initiative.
In a significant step towards this, Mrs. Jayasundara invited Dr. Chandra Embuldeniya, Team Lead for NHRD Policy Preparation at the National Human Resource Development Council (NHRDC), to conduct a workshop on the draft NHRD plan. This workshop, organized for institutions under the Ministry of Education, took place prior to the NEPF workshops. It featured participation from Ministry of Education institutions and members of the NHRDC Council.
The workshop was held on July 10, 2024, from 9:00 AM to 12:00 Noon at the Auditorium on the 7th floor of the Ministry of Education, Isurupaya, Battaramulla. In alignment with the directives from the Sectoral Oversight Committee on an Open and Accountable Government of the Parliament of Sri Lanka, the National Human Resources Development Council (NHRDC) successfully organized a validation workshop on 15th August 2024. This workshop marked a significant step towards expediting the development of the National Human Resources Development (NHRD) Policy, aimed at ensuring a sustainable future for the nation. The workshop, held at Sankathani Hall, Sri Lanka Institute of Development Administration (SLIDA), brought together key stakeholders, experts, and sectoral representatives to validate the draft NHRD Policy. This draft policy has been meticulously developed by the NHRDC through a series of preliminary studies and stakeholder consultations. Mr. Thusitha Wanigasinghe, Chairman of NHRDC, chaired the event, which was attended by approximately 80 participants from various sectors. The gathering provided a valuable platform for presenting the draft policy and gathering contributions to enhance its effectiveness. During the workshop, it was agreed to establish committees for each policy pillar as the next phase of this initiative, ensuring the policy's continuous improvement and relevance. A pivotal workshop on the optimization of staffing for the public service was held on 15th August 2024 at the Sri Lanka Institute of Development Administration (SLIDA). Organized by the National Human Resources Development Council (NHRDC), the session addressed the critical need for efficient staffing within public institutions, particularly in the context of rapid technological advancements. The NHRDC, tasked with advising and guiding the government on human resource development policies, has taken a leading role in this initiative. Recognizing the urgency of the matter, the Secretary to the Ministry of Public Administration, Home Affairs, Provincial Councils, and Local Government appointed a committee of senior public officials to spearhead the development of guidelines for optimizing public service staffing. The workshop marked the first step in this comprehensive process, bringing together senior officials from key government institutions, including the Prime Minister's Office, Ministry of Public Administration, Home Affairs, Provincial Councils, and Local Government, and the Ministry of Finance. The participants discussed and began planning a guideline that will include recommendations for the government on staffing optimization. Mr. Thusitha P. Wanigasinghe, Chairman of NHRDC chaired the event and Mr. Roshan Jayalath, Director of the Management Service Department, presented an overview of the current staffing situation in the public sector, setting the stage for further discussions and planning. This event represents a significant move towards establishing more efficient and effective staffing practices within Sri Lanka’s public service, ensuring that it can meet the demands of a rapidly changing environment.
In a landmark diplomatic engagement, the National Human Resource Development Council (NHRDC) of Sri Lanka recently met with His Excellency Indra Mani Pandey, the Secretary General of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC). Secretary General Pandey's visit, which took place from April 8th to 10th, 2024, marked a significant milestone in fostering regional cooperation within the BIMSTEC framework.
The primary objective of the visit was to facilitate an introductory meeting between Secretary General Pandey and key stakeholders in Sri Lanka, including NHRDC. As the focal point for Human Resource Development (HRD) within the BIMSTEC region, NHRDC plays a pivotal role in promoting collaboration and cooperation in HRD initiatives across member states.
During the meeting held at the Prime Minister's Office in Colombo, NHRDC Chairman Mr. Thusitha P. Wanigasinghe and Dr. Chandra Embuldeniya, Team Lead for HRD plan preparation, engaged in constructive discussions with Secretary General Pandey. The presence of the Secretary to the Honorable Prime Minister and the representatives of the Ministry of Public Administration underscored Sri Lanka's steadfast commitment to engaging with BIMSTEC.
Participating in this introductory meeting provided NHRDC with a unique opportunity to demonstrate its dedication to regional cooperation in HRD within the BIMSTEC framework. A significant highlight of this session was the presentation delivered by Dr. Chandra Embuldeniya, Team Leader for Reviewing the National HRD policy, on National Education Policy Framework, which was approved by the Cabinet in 2023. Dr. Embuldeniya presented the proposed key policy reforms within the education sector and highlighted the pivotal role of NHRDC in this endeavor.

During the discussion on the survey "Labour Market Trends in Sri Lanka," held on Monday (25 March) from 12:00 pm to 1:00 pm in the Board room of NHRDC, several topics were addressed. The discussion was conducted with Dr. Mohan Devdas, Chairman of NHRDC, and the Research Team of NHRDC.
Key points discussed included the structure of the questionnaire and proposal, sample selection techniques, budget preparation, and procedures for selecting enumerators from outside for the survey.

The National Human Resources Development Council of Sri Lanka convened a pivotal meeting on August 22, 2023, at 10:00 AM at the NHRDC Boardroom with the higher officials of the Skills Development and Vocational Training Sector of the Ministry of Education to deliberate on the formulation of the National Human Resource and Employment Policy (NHRE Policy).
The meeting marked the inception of a collaborative effort between the NHRDC and the Skills Development and Vocational Training Sector of the Ministry of Education to review the NHR&E Policy into a progressive Policy.

NHRE Policy Review with the TVET Sector
In a significant step towards reviewing the National Human Resource and Employment Policy (NHRE Policy), the NHRDC initiated a discussion series with the responsible authorities. The first discussion was held on 07th August 2023, with the participation of TVET sector officials. The discussion was chaired by Mr. Thusitha P. Wanigasingha (Chairman - NHRDC) with the officials, Dr. K.A Lalithadheera (Director General -TVEC), Dr. Janaka Jayalath (Deputy Director General -TVEC), Mr. T. Senthuran, Director (Planning and Research) and the NHRDC officers. The ambitious initiative aims to identify gaps and the existing situation of the TVET sector as per the NHRE Policy.
In a proactive move, the National Human Resource Development Council (NHRDC) has undertaken significant steps to evaluate and improve the implementation of the 2012 NHR & Employment policy. Following a successful Advisory Committee meeting to formulate the NHRD policy, the council is now determined to identify any gaps hindering the effective execution of the policy.
To achieve this objective, the NHRDC has conducted a thorough analysis of various sectoral policies, encompassing general education, higher education, and vocational and skills education. By scrutinizing these areas, the council aims to gain valuable insights into the policy's real-world impact.
Furthermore, special attention has been devoted to technological education and initiatives related to the 13-year education program. Understanding the significance of these aspects is essential to ensure comprehensive and well-rounded policy evaluation.
To strengthen the assessment process, the NHRDC has planned to engage in discussions with key stakeholders, including the Ministry of Education and the authorities responsible for vocational education and skills development under the ministry's purview. By collaborating with these experts, the council aims to gain a deeper understanding of the challenges faced during policy implementation.
The meeting on the Formulation of the National Human Resources Development Policy was held on 13th July 2023, at the Boardroom of the Tertiary and Vocational Education Commission. The National Human Resources Development Council (NHRDC) convened the advisory committee of the NHRD Policy Formulation to discuss the initial document compiled by Dr. Chandra Embuldeniya, the team leader of this task.

Prime Minister expressed his support for the HRD plan and highlighted the importance of swift implementation to maximise its impact.
The NHRDC's meeting with the Prime Minister exemplifies the government's commitment to strengthening human resources development both domestically and regionally. During the meeting, Dr. Chandra Embuldeniya, as the Team Leader for the HRD plan's development, provided a comprehensive overview of the strategic initiatives to foster human resources growth within the BIMSTEC region. The BIMSTEC member countries comprise Sri Lanka, Bangladesh, Bhutan, India, Myanmar, Nepal, and Thailand. The HRD plan encompasses various sectors, including education and vocational training, to enhance the region's workforce's skills, capabilities, and employability.
The Council's presentation was well-received by the Honorable Prime Minister, who commended the collective efforts and emphasised the significance of collaborative initiatives in human resources development. Acknowledging the pivotal role of a skilled and empowered workforce in driving economic growth and regional cooperation, the Hon. Prime Minister expressed his support for the HRD plan and highlighted the importance of swift implementation to maximise its impact.
The NHRDC's meeting with the Prime Minister exemplifies the government's commitment to strengthening human resources development both domestically and regionally. By actively engaging with key stakeholders and presenting comprehensive plans, Sri Lanka aims to contribute to advancing the BIMSTEC region and fostering more excellent socio-economic progress.
The NHRDC will work closely with relevant ministries, educational institutions, and commissions to operationalise the HRD plan and drive transformative change in the BIMSTEC region.
The need for a Digital Public Sector Human Resource Information System is strongly felt when taking decisions related to HR in the public sector. Therefore, as the detailed cadre details and employee information in the Public sector are not available at a single agency, the NHRDC initiated the task of developing a human resources information system for the entire public sector. NHRDC met with the Secretary to the Ministry of Industries and the Chairman of NAITA on 31st January. This engagement was a part of a series of meetings conducted with regard to the National Human Resource Development Database as the employment data and cadre details are crucial for the government to take policy decisions. In the first phase of this venture NHRDC in collaboration with the Ministry of Public Administration, Home Affairs, Provincial Councils, and Local Government, is collecting the organizational cadre details in the public sector employment. The second phase, is to collect the individual data of each and every employee in the public sector. Accordingly, it was proposed to get the support of the Ministry of Labour and the other stakeholders for the development of this database. Therefore, the next meeting will be conducted with the higher officials of the Ministry of Labour and the relevant stakeholders.

NHRDC collaboratively developed a course module to build the capabilities of the entrepreneurs who are engaged in the solid waste management sector to find a long-term solution for the Solid waste problem and make novel entrepreneurs in this sector. The main objective of this program is to facilitate a certificate course in solid waste management in order to produce entrepreneurs with sound management skills together with competent skills in technical know-how in solid waste management. As a ship Pilot program, this course was launched by NHRDC on 20th October 2019 at the Entrepreneur Development Department of the University of Sri Jayewardenepura.
The certificates awarding ceremony for those who successfully completed the course was held at the Department of Entrepreneurship, Faculty of Management Studies and Commerce, University of Sri Jayewadenepura on 28.01.2023. On behalf of NHRDC, Mrs. J.A.C.P. Jayasinghe, Director (C.U), and Mr. D.Senthilnathan, Research Officer participated as guests at this occasion.

NHRDC held the first Rakiya Aruna Career Fair and Career Motivation Programme for the year 2022 on 30 th of June 2022 at Negombo Municipal Council Hall. With the participation of more than hundreds of youth and 10 private sector companies (Dialog, Richard Pieris Pvt Ltd, Keells Distribution Centre, Cargills, Agro Venture, GVP Pvt Ltd, SPAR SL Pvt Ltd, Softlogic Life Pvt Ltd and five Vocational training Institutes (TVEC, SLITHM, VTA, Youth Corps, Nenasela Training Centre, Don Bosco Training Centre) the program was successfully concluded. The Divisional Secretary of Negombo Divisional Secretariat graced the occasion as the Chief Guest. Secretary and Commissioner of the Negombo Municipal Council, and representatives of the Department of Manpower were also present at the occasion.
A training session was conducted for the staff of NHRDC on the topic "Attitude Change" on 2nd June 2022. Dr. Sunil Jayantha Nawarathne was the resource person for the program.

National Human Resources Development Council of Sri Lanka (NHRDC) organized a meeting with Export Development Board (EDB), Industrial Development Board (IDB), National Enterprise Development Authority (NEDA), and Tertiary and Vocational Education Commission (TVEC) held on the 4th April 2022 from 2.00 PM – 3.45 PM at the Board Room, NHRDC. The objective of this meeting was to identify the human resources and skills issues faced by the particular sector. This discussion also focused on the skills passport, which is a comprehensive portfolio of skills and qualifications of a worker and the available occupations and an online career test that has been published on the TVEC website
