70 public sector officers participate in overseas training

The National Human Resources Development Council of Sri Lanka (NHRDC) successfully conducted several foreign training programs in 2018, in collaboration with University Putra Malaysia, for the public sector managerial staff, officers at the Examination Department, Principals and University staff, and Technical Officers. Over 75 Government officers completed the foreign training programs arranged by the NHDRC.

The Certificate Awarding Ceremony was held on 30 November at Waters Edge, Battaramulla. The event was held under the patronage of NHRDC Chairman Dinesh Weerakkody, University of Moratuwa Senior Lecturer Prof. Rangika Halwatura, NHRDC Council Member Dr. Chandra Embuldeniya, and NHRDC Director Dr Lalithadheera.

Labour imports must be managed professionally to avoid destabilisation

A group of professionals belonging to several agencies said in one voice on Tuesday that foreign worker policies must be carefully drafted and should not in any way be allowed to destabilise the local labour market.

The known facts about Sri Lanka’s labour market are: the skills mismatch, low female labour force participation at 36%, youth unemployment, demography, ageing population, and outdated labour policies.

To address our labour shortages and the skills mismatch we need to up-skill our domestic labour pool, tap into our overseas Sri Lankan workers and diaspora, and finally for short-term gaps look to foreign labour.

It is estimated based on Immigration Department data that around 40,000 foreigners, mainly from India, China and Bangladesh, are working in different sectors. Some however put the figure as high as 200,000.

Sri Lanka currently has no adequate institutional, legal, policy and operational framework for facilitating and regulating foreign worker movement in Sri Lanka. According to the Department of Census and Statistics, there are nearly half a million vacancies in medium- and large-scale private sector enterprises in 2017 (see chart).

NHRDC conducts workshop for SME entrepreneurs in Gampaha District

The National Human Resources Development Council (NHRDC) conducted a series of programs island-wide to build capacity of the small and medium scale business community.

The latest program was conducted for selected SME entrepreneurs in the Gampaha District. This was conducted successfully with the collaboration of District Secretariat Gampaha in early August at the Auditorium of the District Secretariat.

Around 180 entrepreneurs attended the event. The event was organised with the support of the Additional District Secretary of Gampaha District Secretariat with the help of resource persons representing the Export Development Board, Hatton National Bank and the Central Bank of Sri Lanka. The experience of some of the successful entrepreneurs in the Gampaha District was also shared with the entrepreneurs.
